According to a report from the Ministry of Construction, as of June 30, 2023, VND 63.59 billion has been disbursed in the 2023 public investment capital plan, reaching 13.5% of the assigned plan of VND 470.94 billion. It is expected that by July 30, 2023, the disbursed capital will increase to VND 81.59 billion, reaching 17.32% of the plan.
The reason for the slow disbursement according to the Ministry of Construction was given that some investors took a long time to carry out procedures for approving fire prevention and fighting, granting environmental protection permits as prescribed, and asking for opinions on urban underground construction space planning.
In addition, the Ministry of Construction also informed that the investor of the ODA project is in the process of submitting to the program governing body to adjust the list of equipment, leading to insufficient capital disbursement for this project. Projects that are forwarded to 2023 are undergoing rough construction, resulting in undervalued volumes. The quality of the dossiers of some projects was also poorly evaluated, making the appraisal time of specialized construction agencies prolonged. Moreover, some investors have not given drastic direction, leading to slow project implementation, difficulties in solving problems arising in the process of construction, acceptance, and payment.
In the second half of 2023, the Ministry of Construction commits to focus on inspecting and urging investors to speed up the construction progress and disbursement according to the set plan, especially for important and urgent works and projects to be completed in 2023. At the same time, the Ministry will promote the settlement of investment capital for the Lao National Assembly House project, strictly manage the finalization and completion of public investment projects, and focus on the completion of public investment projects. The ministry set a goal of striving to disburse 100% of the assigned capital plan.
